The portal guides applicants through the requirements for their business, gives licensees self-service tools for ongoing obligations, and delivers structured filings with supporting evidence to Commission staff.

The Commission regulates businesses across the motor vehicle trade and manufactured housing. A dealer, a dismantler, and a manufactured home installer have different requirements for people, premises, documents, and fees. GovCore presents the instructions, forms, and fee for the selected license type before an applicant begins, then displays the steps that apply.

“Applicants see the full requirements before they begin, and what reaches our staff arrives structured, labeled, and ready to review,” said Sherry Killian, Chief Operating Officer of the Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission.

Applicants can save their progress and return to the same filing. Supporting documents are labeled by their purpose and the information they support, so staff can review the evidence in context.

After approval, businesses can use the portal to submit location, name, and ownership changes, file bond and insurance updates, and manage authorized representatives. Salesperson and cardholder registrations support batch payment and printable cards. Approved license certificates and principal wallet cards carry QR codes that link to public verification.

The portal also supports the recurring work of the manufactured housing industry. Installers can file installation reports. Manufacturers can submit monthly shipment reports, with fees calculated from the details entered. A month with no shipments can still be recorded. Installation inspectors can apply and sign online; Commission staff receive the signed application form and supporting documents for review.

Payments use the State of Oklahoma's hosted payment service. Business applicants can pay by card or eCheck, and businesses can settle individual invoices or several invoices in one transaction. Payment confirmation is checked with the processor before a filing is marked paid.

Public services require no account. People can search business and individual licenses, print verification records, submit a complaint linked to a selected business, or request public records with a reference number.

The implementation connects work across the licensing relationship. Applicants see the requirements that apply to them. Businesses handle routine filings online. Staff receive organized evidence and retain responsibility for regulatory decisions.
